The European Organisation for Astronomical Research in the Southern Hemisphere (ESO) is the foremost intergovernmental astronomy organisation in Europe and the world's most productive astronomical observatory. ESO operates three unique world-class observing sites in the Atacama Desert region of Chile: La Silla, Paranal and Chajnantor. The ESO Headquarters are located in Garching, near Munich, Germany. ESO is the focal point for Europe's participation in the Atacama Large Millimeter Array (ALMA) consortium, which is currently constructing and operating a large submillimetre array in the Chilean Andes. The design and construction of the European Extremely Large Telescope (E-ELT) is also currently underway at ESO.

Human Resources (HR) is committed to support ESO's strategic objectives by providing a high quality, continuously improving and comprehensive service to staff and management. It seeks to achieve this through taking a proactive role in the development of the organisation and its staff, leading the design and implementation of the personnel strategies, working closely with managers and staff representatives to ensure they are aligned to operational requirements, and providing an expert HR administration service. The HR Advisor reports and assists the Head of Human Resources in formulating and communicating policies, practices and legal requirements and in the implementation of special projects working closely with the other HR Advisors in the areas of HR operations and training and professional development.

Main Duties and Responsibilities:

The successful candidate will:

  • Actively participate in proposition, development and implementation of concepts, instruments and systems of human resources management;
  • Support the Head of Human Resources in leading and executing human resources projects such as:
    • Work/life balance
    • Performance Management
    • Job categories and Career path
    • Contract policy
    • Review of Staff Regulations and Administrative Circulars, and
    • Benchmarking of the conditions of employment.

  • Draft HR proposals to be submitted to ESO Management, Standing Advisory Committee, Tripartite Group, Finance Committee and Council;
  • Conduct research on human resources best practices to be used in the development and implementation of policies and procedures;
  • Support the maintaining of good working relationship with the International Staff Committee Garching and Chile in particular to be responsible for the agenda, meetings and follow up;
  • Prepare reports, data analysis and presentations as necessary;
  • Represent the HR Department at internal and external meetings and at Working Groups and Committees as required, advising and preparing reports in connection with HR matters;
  • Participate in the development, implementation and evaluation of departmental goals, objectives and systems, recommend new approaches, policies and procedures to achive continuous improvement in the efficiency of the department and the services provided.

The tasks are not limited to the above and a flexible approach and ability to adapt to an evolving situation is required.

Professional Requirements:

A Bachelor/University degree in Human Resources or a related area (specialising in Human Resources) is required. The successful applicant should have proven significant generalist HR experience, at least five years, in the wide ranging duties of personnel management functions including a very good experience and understanding in the application of labour law, Staff Rules and Regulations and/or Collective Contracts. Work experience in an International Organisation would be an advantage. Experience of working with electronic HR Information Systems and the ability to train and coach line managers in new policies and rules and regulations as well as a good command of written and spoken English are essential.

  • You should be confident to challenge established ways of working and evolve new practices appropriate to the organisations future challenge;
  • You should be able:
    • to "think outside the box" when researching and recommending solutions;
    • to handle a variety of tasks with numerous interruptions and under strict timelines; and
    • to pay attention to details.

  • Demonstrate positive inter-personal skills with excellent verbal and written communication, persuasion and negotiating skills; and
  • Have the ability to present information or draft material in a clear and logical manner.

Remuneration and Contract:

We offer an attractive remuneration package including a competitive salary (tax free), comprehensive pension scheme and medical, educational and other social benefits, as well as financial help in relocating your family and the possibility to place your child/children in daycare.

The initial contract is for a period of three years with the possibility of a fixed-term extension. The title or grade may be subject to change according to qualification and the number of years of experience.
